General Ravon was a young Kaled military officer placed in charge of the Kaled Dome's defences towards the end of the Thousand Year War.

Ravon was ambitious and eager to win the war against the Thals. He was also very cruel to prisoners; he said he would use the Fourth Doctor's body as a bullet blocker. However, Ravon became a temporary ally of the Doctor when he found out what Davros was doing and pledged his allegiance to the Doctor out of fear for his people's well being.
