Arturo Villar was a soldier in the Mexican Civil War.

He was abducted by the War Lords, who failed to hypnotise him into participating in their simulated version of the war. He assisted the Second Doctor in fighting against the War Lords. He, like all the surviving victims of the War Lords, was returned home by the Time Lords. (TV: The War Games)
