David Burton was a stage actor who claimed he had been cast (DWM 209) as the Doctor, in 1991.
He states he was filmed by a company in an independently-made pilot called Doctor Who and the Monsters of Ness. The pilot was sent to the BBC, and if they liked it, a Doctor Who reboot would have been made.
Though he has appeared on camera to state his account of events (DOC: Lost in the Dark Dimension), no record of any such pilot ever having been made is known to exist. As of August 2020, despite Richard Bignell's best attempts at researching the matter, no independent evidence of Burton's claims has ever been produced. [1]
