The Cerulean Chapter or College was one of the six chapters of Time Lord society on Gallifrey. The colour of their robes were a subdued light blue and they had little political power. (NA: Lungbarrow)
Behind the Scenes
Creator Marc Platt says that he based this Chapter after the Green Party. The name cerulean has an obvious meaning.
