Jean-Paul was the leader of a French Resistance force in Paris (along with Esme) he worked for years and helped the Doctor and Rose Tyler to bring down the Façade that controlled Perfect Paris. (DWAM: A Date to Remember / Snow Fakes)
He and other ressistance fighters kidnapped Rose and took her to the real Paris through a Glitch, there they found the Facade machine and eventually shut it down Then he and Esme went of to rebuild the city of Paris.
