A Defence Secretary was part of the attempt to cut a deal with the 456 and believed the selection of children would have to be random and appear fair, so that the government could defend itself; he proposed "limiting" the loss to one child per family, with every second child, but realised the logistics meant it had to be one school at a time. Ultimately, he agreed with handing over the bottom 10% of the school league tables instead of a random selection (TV: Children of Earth: Day Three, Day Four) and ordered the British Army to kidnap children and deliver them to the aliens.
