Ruslan was an Ursine who owned a mining company. On Syra, he dug a number of mines for metals used for hyperdrives and nanodrives, moving the Syrans as his work dictated.

Threatened by River Song's investigations, Ruslan locked her in a mining capsule in which he also imprisoned Helen Sinclair, believing that she belonged to a rival company such as GalactiCorp. After River and Helen escaped, they separated him from his laser drill and he attempted to escape the planet before its destruction, but his ship was held back by the song of the Syrans. Although the exact name of the species is not stated in the story, only its bear-like appearance, it is confirmed in BFX: Classic Doctors, New Monsters: Volume Two, where the Eighth Doctor meets another Ursine, that the Eighth Doctor previously met an Ursine in Doom Coalition.
