Charge Tarrow was a member of the Sisters of Plenitude. She was the charge nurse aboard the Abbey, a New Earth spaceship, which used human children as test subjects to find a cure for the human allergy of cats.
Upon hearing rumours of children being taken by Tarrow and never returning, the Sixth Doctor and Melanie Bush decided to investigate. Tarrow revealed that she had taken four children to her quarters in an attempt to reverse-engineer a cure for the much rarer and much more devastating Catkind allergy towards humans, from which her own Kitlings suffered.
