"S" was the head of the Universal Secret Service. By 2065, he also had a seat on the World Security Council.
In the early days of the USS, S approached Brent Cleever to ask him to join the organisation after observing the part he played in breaking up the Organisation For Liquidation, Extermination, Terrorism and Arson. (PROSE: This is 2065)
In December 2046, S showed Cleever (now known as Agent Twenty One) footage of Senior Special Agent 24's failed attempt to kill the Director of Great Britain, as well as his subsequent arrest.
