Both stories feature the Doctor refusing to make promises because he knows he can’t keep them. In both stories he only says he’ll do what he can, but flat out refuses in both to make promises. There’s no progression from one to the other. The comic was released first anyway. He literally has exactly the same stance on making promises on both stories.
