PC Jimmy "Mitch" Mitchell was a Cardiff police officer and a colleague of Gwen Cooper prior to her joining Torchwood Three. Older and with more police experience than Gwen, he was jealous and distrustful of Torchwood and often found it difficult to keep up with an ever-changing world.

A few weeks before joining Torchwood, when Gwen was in the police, she and Mitch worked together on late night patrols. (PROSE: Another Life) They would often share chips at three in the morning. (PROSE: Slow Decay)

Mitch was first to attend the scene of a murder in Gwion Lane, Splott. Prior to the arrival of Gwen and Jack Harkness, he vomited on the victim, contaminating the crime scene.
