Room 13, (AUDIO: Parasite) also known as Team 13, (AUDIO: Madam, I'm) was a small division of Torchwood One, located in Soho, where the intellectual elite supervised operations, manipulated events and organised cover-ups. They were to keep out of harm's way, not getting their hands dirty.
In the 1950s, Reginald Rigsby put Lizbeth Hayhoe in charge of it and, after the Vicar's death, had Norton Folgate sent there. (AUDIO: Parasite)
