Buzzer Edwards (PROSE: "Equality Bill") was a 22nd century Earth miner who worked for the company Morpeth Jetsan. After the solar tsunami animated the Gangers, he referenced a related incident in the Isle of Sheppey where a Ganger murdered its operator after receiving an electric shock, and he saw the crime photos of the incident.
After the Gangers got loose, the Eleventh Doctor sent his own Ganger to search for Rory and Jennifer, and Buzzer was ordered by Cleaves to keep an eye on him. (TV: The Rebel Flesh) After finding the corpse of the original Jennifer Lucas, he knocked out the Doctor (under the guise of his Ganger) with his lamp on Cleaves' orders.
