Technet was a group of alien mercenaries which would later become the Special Executive.
Behind the scenes
The Technet group was created by Alan Davis for Marvel Comics in April 1985. This concept originally had no relation to the Special Executive created by Alan Moore for DWM in March 1981. However, when Moore made the transition to Marvel the Special Executive leader Wardog learned that Technet were an earlier version of his team. Afterwards many of Technet's team joined the Special Executive including; Fascination, Ringtoss and Numbers.
