The role of Gold Usher presided over official events of the High Council of Time Lords such as the swearing in of a Lord President of Gallifrey. (DW: The Deadly Assassin)
As the apparent head of all Gallifreyan Ceremonial he is a figure to be reckoned with and argues in favour of the legality of the Doctor's inauguration as Lord President. The office of Gold Usher seemed to carry with it a nominal seat on the High Council when the High Council was introduced to their new Vardan masters. (DW: The Invasion of Time)
