Raarlan was a Peladonian and King Peladon's Lord High Advisor. He kept information from his king, including information on Skarn and the mining at the Great Lake of Undoing.
When Harfair asked the King to go with her to meet Skarn, Raarlan told the King that he would not allow it and placed a guard at his door. He lied about the King's escape when Ixmari arrived for his investigation and went in search of him with the Guard Captain, eventually locating him in Antonar. Raarlan then had the townspeople rounded up and settled elsewhere whilst the King was returned and Harfair arrested.
