TV21 — Almost Perfect! was a Shades of Opinion short story printed in TV Century 21. Although it did not feature elements from the Doctor Who universe per se, it referenced an in-universe version of Doctor Who itself.

Summary

Stephen Baxter sends a message to Colonel White informing him of his opinion that, following its incorporation of another magazine, TV21 and TV Tornado is better than it has ever been. He determines it to be near perfect and suggests that if he wanted it to be perfect then he should start a fourth dimension story of some kind, offering up Dr. Who and The Time Tunnel as possible options. Baxter then signs off, giving White another congratulations as he does so.
