Crex was the agency of the policy adjustment bureau, who told the Fifth Doctor not to expand the academies to make more Time Lords. He later tried to stop Borusa to not play the Game of Rassilon. The Doctor later tricked him by using a Matrix projection, helping him get arrested. (AUDIO: Time in Office)
