The Mining Guild was a Regenerator association on an alternative Gallifrey. It was represented on the Inner Council by Councillor Allora (AUDIO: Emancipation) and counted amongst its members several of Lord Zakar's friends. (AUDIO: Arbitration)

The Outsiders built Mancipia on the land above a Zeiton deposit of which the Guild claimed ownership. The situation led to a standoff which was to be resolved by negotiations at the Capitol involving Romana, Leela and Allora. Although the Guild was denied alternative representation following Allora's arrest, Romana decided to give the Guild and the Outsiders a 50/50 share in the Zeiton deposit. (AUDIO: Emancipation)
