Flavia was a High CouncilChancellor, and later Lady President, sympathetic to the Doctor. She met wit the fith incarnation of the Doctor when Borusa summoned the Doctor's other selves to the Death Zone.
After Borusa's entombment in the Dark Tower, the High Council granted Flavia the power to make the Doctor President of the High Council. The Doctor his emergency powers to place Flavia in charge until he returned and then escaped from his homeworld of Gallifrey, escaping the responsbility of assuming the office of Lord President (DW: The Five Doctors)

According to various commentaries on the Series 1 & 2 DVDs of the BBC Wales Doctor Who, Russell T. Davies refers to the soft female voice in the music as 'Chancellor Flavia'.
