Robert Wigner (PROSE: Doctor Who and the Tenth Planet) was Secretary-General of International Space Command when Mondas invaded the Sol system in December 1986.

During the Snowcap crisis, he communicated with the base, trying to advise them, but often his communications were down. Wigner informed General Cutler that his son, Terry, had been sent up in a rocket to help Glyn Williams and Dan Schultz.

Wigner refused Cutler's request to fire a Z-bomb at Mondas, though he gave Cutler permission to take whatever actions were necessary against the Cybermen. (TV: The Tenth Planet)
