The Eye of the Creator was a painting depicting Davros, the Creator of the Daleks.
The title referred to Davros's electronic eye, set in the middle of the Kaled scientist's forehead, which was viewed head-on in the painting. The "unknown" artist who painted the picture was believed to have been exterminated upon completion of the work.
