The Prime Empress of Draconia was wife to the Red Emperor.
During the Second Contact, the First Doctor visited Draconia and brought with him a cure to the deadly plague that had ravaged the population. The Prime Empress opposed the Doctor when he and his granddaughter attempted to sneak off with her daughter. (PROSE: The Loyal Left Hand)
