:I think you just answered your own question, there. so far, the Doctor has consisently referred to the war in the past tense anyway. I guess Bad Wolf meant that symbolically.

I think you just answered your own question, there. so far, the Doctor has consisently referred to the war in the past tense anyway. I guess Bad Wolf meant that symbolically.
