"The boss" was an individual which the Meep claimed to work for.

After the Fourteenth Doctor, Donna Noble and Rose Noble prevented the Meep from fleeing Earth and destroying London, the captured Meep taunted the Doctor, telling him "The Boss" would find his status as a two-hearted creature interesting.

After the Meep was taken away by the Wrarth Warriors to be imprisoned, the Doctor remarked that the Meep's taunt was "cryptic - I hate that…" (TV: The Star Beast [+]Loading...["The Star Beast (TV story)"])
