H. Dicken (PROSE: "Equality Bill") was a 22nd century Earth miner who worked for the company of Morpeth Jetsan.
When the Gangers became independent, he was initially coaxed into fighting them, (TV: The Rebel Flesh) but later accepted them when they had a change of heart. He sacrificed himself by locking himself in the passageway, allowing himself to be torn to shreds and devoured byGanger Jennifer, who mutated into a monstrous creature, from breaking through to the gang and the TARDIS. (TV: The Almost People)
