Rouge was the title taken by a bounty hunter. When they both discovered a dead body at the Duchess of Pemberton's party in 1813 Bath, he accused the Doctor of being a Chuldur and threatened to kill him using a triform transporter.
After the Doctor revealed that he was in fact a "Lord of Time", he and Rogue worked together to find and trap the Chuldur family who were murdering the other guests. To lure them out, they danced together and staged both a mock fight and a mock proposal.
