General Finch was an officer in the British Army and part of Operation Golden Age. He was in charge of military operations within the Greater London Emergency Area when, as part of the operation, dinosaurs began appearing.
The General found himself at loggerheads with Brigadier Lethbridge-Stewart over the treatment of looters. He attempted to have Sarah Jane Smith killed to put an end to her investigations, had the Third Doctor and, later, Sergeant Benton and the Brigadier arrested and handed Sarah over to Sir Charles Grover. Sergeant Benton subdued him and, after the conspiracy was foiled, General Finch was due to be court martialled. (TV: Invasion of the Dinosaurs)
