Actually, that could very well be the shadow of an arm, if you're talking about the full-body shot of the cyberman walking into view. Because according to the Confidential, that was picked up later, and at that point the one-armed man wasn't available anymore, so they just put a green cover on the guy's arm and edited it out in post.
