A time-active civilization or power was one which has mastered time travel and its paradoxes. These are apparently not common in the universe, not least due to the intervention of the Time Lords, who did not look kindly upon potential rivals. (DW: The Time Warrior, The Two Doctors, NA: Sky Pirates!)
Examples of Time-Active
- The Gallifreyan civilisation - in particular, the Time Lords - were one of the most signficant temporal powers.
- The Faction Paradox, a time active organization which revels in a paradox, they can also be seen in some fashions as a temporal terrorist organisation.
- The Daleks, starting with The Chase, leading up to the Last Great Time War. Surviving Daleks now retain the ability to manage "emergency temporal shifts." (DW: Doomsday, Evolution of the Daleks)
- The Monan Host, while not on par with the Time Lords, possessed powerful temporal ships.
- The Enemy were another power, opposed to the Time Lords.
- The Time Agency are an organisation of 51st century individuals (likely humans) who have developed a vortex manipulator to master time/space travel. (DW: Utopia, The Sound of Drums) The organisation later disbanded. (TW: Kiss Kiss, Bang Bang)
- The Trods developed time travel technology. (TVC: Pursued by the Trods)
- The Cybermen have, on several occasions, developed time travel and attempted to conquer more vulnerable time periods. (DW: Attack of the Cybermen, BFA: Real Time, DWM: The Flood)
- A group of Slitheen managed to create temproal drives to use in a time travel tourist package.(NSA: The Slitheen Excursion)
