The Draconians, Slitheen etc. were listed as part of the Alliance, who were enemies of the Doctor, yet are not part of the Eleventh Doctor enemies. Should they be? I think the "whole enemy of [number] Doctor" thing is silly because, as Steven Moffat keeps saying, there is only one Doctor. Whoever is his enemy, is the enemy of him. There is just one Doctor, so this "enemy of [insert number]" thing seems totally out-of-place.

What counts as an enemy of an incarnation of the Doctor? The Draconians, Slitheen etc. were listed as part of the Alliance, who were enemies of the Doctor, yet are not part of the Eleventh Doctor enemies. Should they be?
