Torchwood series 4 most likely will take place in early 2011 or late 2010. If this thread's title doesn't specify it's spoilery, don't bring any up.
All of our years related to the new series say that the season takes place a year after it airs. However, the 2010 series takes place in 2010, so Season 4 can't take place in 2010, so it must be in 2009. Plus, the End of Time has the doctor tell Rose that 2005 will be a great year for her, meaning she will first meet the Doctor.
