The Leisure Hive was a leisure resort built by the Argolins on their home planet of Argolis, as a means of protecting them from the radioactive atmosphere outside due to their war with the Foamasi. As well as being a resort compound, it also had an under-lying mission of promoting cross-cultural understanding and scientific awareness. In the last few years before the Fourth Doctor arrived, the Hive was spiralling into bankruptcy and was suffering from a negative cash-flow with bookings down substantially for the next year. This decline was probably due to the West Lodge. (DW: The Leisure Hive)
