Keillor was a passenger on the Nostalgia Tours bus which was en route to 1959 Disneyland, but hit a satellite and landed near Shangri-La in Wales instead. He contacted Gavrok and reported Delta's location to him to gain the reward of 1 million units. He discovered the Doctor and Ray spying on him and was just about to shoot them when Gavrok, no longer needing him, killed him with an ionic pulse by remote control. (DW: Delta and the Bannermen)
