The Grand Strategic Council was the leading governing body of the Sontaran Empire. (MA: Lords of the Storm)
The Grand Strategic Council was composed of: the Space Marshal, Field Marshal, Battle Marshal, Fleet Marshal, Group Marshal and Marshal. Each member of the Council led the specific type of operations that they were titled for (i.e. the Fleet Marshal was head of operations involving Sontaran Fleets) and together discussed certain operations in the Sontaran Empire.
This council was overseen by the Sontaran Imperator, usually called General Sontar.
