It is speculated that since the Panopticon Archives may house great and ancient texts, it is possible that it is the base for the [[Bureau of Ancient Records]]. Which is how [[Romana]] would have known about the ancient [[Record of Rassilon]].

The Panopticon Archive was a library on Gallifrey which stored numerous Time Lord texts, such as The Worshipful and Ancient Law of Gallifrey. (BFA: Shada)

Since The Worshipful and Ancient Law of Gallifrey was located in the Panopticon Archive, it is suspected that the other ROO texts were located there as well. The Archive was presumably located in the Panopticon. It is speculated that since the Panopticon Archives may house great and ancient texts, it is possible that it is the base for the Bureau of Ancient Records. Which is how Romana would have known about the ancient Record of Rassilon.
