Urak was the leader of the Rani's Tetrap servants on Lakertya.
Biography
After the Rani was defeated by the Doctor, Urak and his Tetraps kidnapped her and took her back to Tetrapyriarbus, where they forced her to solve their resource shortages. (DW: Time and the Rani)
