Duggan was a detective hired to investigate a plot to steal the Mona Lisa from the Louvre in Paris. Prior to going to Paris he mainly dealt in divorces. Duggan had a violent attitude towards dealing with opposition and unfamiliar situations, mainly by hitting people and breaking things. He encountered the Fourth Doctor and Romana while he was watching Countess Scarlioni inside the Louvre, he then became embroiled in Count Carlos Scarlioni's plot to steal the Mona Lisa, travel back in time and wipe out history. He travelled with Romana and the Doctor back 500 million years and punched Scaroth unconscious preventing him altering history. (DW: City of Death)
