Mr. Diagoras was the man in charge of construction of the New York Empire State Building. He was a servent for the Cult of Skaro and ordered the construction to fit the demands of Dalek Caan who served as the Cult's connection to the outside world.

Diagoras fought in World War I as a soldier and it was at that time that he decided to take care of himself. No matter what it would take, he wanted to run New York City.

The Cult thought Diagoras was the most Dalek-like human they had encountered being that he had rare ambition and thought like a Dalek. Dalek Sec viewed Diagoras as their best option for the Final Experiment, so Caan took him to meet their leader.

The Cult took hold of Diagoras and Sec planned to merge with him. Dalek Jast and Thay protested, but Sec convinced them that it was necessary to pollute to Daleks' purity. Sec fully opened his casing and Diagora was pushed into his casing, where Sec encased his body in his and closed the casing. When the Final Experiment was done, the casing opened and Sec stepped out, transformed with Diagoras into the first Human-Dalek.
