The Committee of Enquiry was an organisation that existed among the Time Lords' government on Gallifrey.
During the reign of Morbius, the Committee was chaired by Junior-Cardinal Borusa which investigated Morbius's activities. It was discovered that he had supporters even within the Celestial Intervention Agency. (PDA: Warmonger)
