Golgoth was a primordial god-figure, worshipped by the Mondasian Silurians and Sea Devils. It resembled a Sea Devil. (DWM: Cybermen: The Dead Heart)
It is possible the Golgoth is a Great Old One named Dagon, and ancestor of the Silurians and Sea Devils. It is unknown if the Silurians and Sea Devils on Earth worship Golgoth as well.
