Dalek Operators (credited as such in the credits to Doctor Who) move the Dalek costumes from within. In the very early days, the Doctor Who production team attempted to make the source of the Daleks' movement mysterious, in attempt to imply that the operators moved the Daleks about using radio remote control, an illusion soon shattered.
