Prime Minister Leighton Woodrow led the United Kingdom for a time in the early 21st century.
Biography
After an emergency required his presence, Woodrow was summoned to an MI6 base at Vauxhall Cross. Once there, he was briefed on the situation and told about the Eighth Doctor's presence. North, an MI6 agent, brought the injured Doctor to Woodrow.
When the Cybermen attacked, Woodrow was taken prisoner and prepared for Cyber-conversion aboard their mother-ship. The process was averted when the Doctor destroyed the Cybermen. (DWM: The Flood)
