Brian Friedkin was a High ranking member of the CIA. For years, he had been receiving orders from someone he didn't know, on one phone. Shortly after Miracle Day he was ordered to have anybody with knowledge of Torchwood killed. He ordered Lyn Peterfield to poison Captain Jack Harkness, but Jack was given an antidote and survived.
