Izlyr was the Ice Warrior delegate to Peladon when it applied for membership in the Galactic Federation. The Third Doctor initially suspected him and his servant Ssorg of being behind the attacks on Peladon. Izlyr was unhappy about this. However, since the Doctor had saved his life, he felt that he should pay off that debt by helping him. Izlyr helped the Doctor defeat Hepesh and Arcturus, the real culprits.
