Zorac was a Time Lord and Lord Cardinal of the High Council.
He is one of the High Councillors that sentence the Doctor to death during the reutrn of Omega in the Arc of Infinity. It is probable that he was one of the two members of the High Council sent in to the Death Zone by Borusawhere he died. His robes indicate that he was probably a Prydonian.
