Professor Wagg was a professor at theInstitute for Technological Advancement and Research. He designed an atomic clock for the count down to the year 2000 and the new millenium. His I.D was stolen by the the Doctor at the party for the countdown but despite the clock breaking after the Doctor stole a piece he still carried on the countdown using his mouth instead.
This article needs a big cleanup.
