Professor Wagg was a professor at the Institute for Technological Advancement and Research in San Francisco. He designed an atomic clock for the count down to the year 2000 and the new millennium. The Doctor stole his ID at the party for the countdown and used it to steal his clock. (DW: Doctor Who: The TV Movie)
