The "Final Experiment" was an experiment conducted by the Cult of Skaro to create a New Dalek Empire, initiated whilst they were in 1930 Manhattan. The study of the Final Experiment was to see if a Dalek could bond with a human to create a human-Dalek hybrid.
It was headed by Dalek Sec, who also served as the subject. He bonded with the Cult's human liason Mr Diagoras and through a "chromatid solution", the final outcome was the human-Dalek. The Dalek-humans would have been made into a new race of Daleks had Dalek Caan not led a mutiny against Sec. (DW: Daleks in Manhattan)
