The Twelfth Cyber Legion was a Mondasian Cyberman fleet (REF: The Brilliant Book 2012) that monitored their local galactic quadrant. It was positioned twenty thousand light years away from Demon's Run when part of the fleet was destroyed by the Eleventh Doctor, just to make a point to the Church's Anglican Regiment and the Cybermen.
